CARENCRO — With Congress in recess, U.S. Rep. Charles Boustany used the time to meet with constituents Tuesday.

A bipartisan group of 37 House members led by Houston Democrat Gene Green and Louisiana Republican Charles Boustany is asking the Obama administration for the second time in three months to issue new permits for shallow water energy exploration in the Gulf of Mexico.
